Freely forgiving: conditional vs. unconditional repentance

Been thinking lately about forgiveness.  So often, people do not apologize for their wrongs.  Some say forgiveness from the offended should be unconditional on repentance/apologizing.  Some other Christians say forgiveness is conditional upon repentance/apologizing.  Which one is Biblical? These are both contradictory (only one is correct according to God).  I want to be that person that freely forgives. I don’t want to be unforgiving.  Does God forgive without repentance?  What does this parable suggest?  Screen shot 2015-02-11 at 1.29.33 PM
